If there is a contract for supply for printing material and the supplier raises VAT Invoice, is tax to be deducted on the invoice u/s 194C?

If it is supply of priting material specifically for assessee, for e.g., printing name or logo of assessee, then TDS u/s 194C needs to be duducted.
