Is TDS is applicable on transportation charges? if so what is the rate? What are circumstance TDS is not applicable for transporter. Please give reply soon.

08 December 2023 TDS on Transport is applicable u/s 194C , and there is a exemption but subject to conditions that the contractor owned ten or less carriages in the previous year and A declaration is provided with PAN to the person paying or crediting the amount to the Deductor.
