Is TDS is applicable on transportation charges? if so what is the rate? What are circumstance TDS is not applicable for transporter. Please give reply soon.

TDS on Transport is applicable u/s 194C , and there is a exemption but subject to conditions that the contractor owned ten or less carriages in the previous year and A declaration is provided with PAN to the person paying or crediting the amount to the Deductor.
