TDS on service contracts

If a company has entered into a service contract, which provides for supply of services on turnkey basis (services are such as government liasoning, reservation of hotels, taking part in negotiations, etc.), then whether Tax is required to be deducted (TDS) as per section 194C or 194J?

If you are providing Service to Govt. TDS applicable on your bils , Govt will deduct tds and it is coming under 194C Contractor TDS
If you are providing Service to Govt. TDS applicable on your bils , Govt will deduct tds and it is coming under 194C Contractor TDS
