Please Clarify whether TDS on Salaries payment due date is Based on Credit / Payment. since i observed in Act every where mentioned as at the time of payment

20 November 2008 Sec 192 : Time for deduction of Tax : At the time of payment i.e as and when salary is paid and not when it is due.
