Tds on purchase

16 January 2013 Dear Sir/Madam,

Do we have to Deduct the TDS for PURCHASE of items from vendors if it crosses Rs 20000/- in a year ?

Either YES OR NO but please explain in detail why it is YES OR NO for my better understanding
