Tds on provision for expenses

Dear All,
I wanna know that How TDS should be deducted on provision for expenditure.Supposing we Deduct TDS in F.Y.2011-2012 & Bill is received in F.Y.2012-2013. How TDS Certificate will be issued to the Party.

You Deduct TDS in FY 11-12 by tag Provision of Transaction so you have to deposit TDS upto 30 April & you file return upto 15.05.2012 you issues certificate after 10-15 days in may

An Adhoc Provision for Expense does not requires deduction of TDS.
