Tds on payment to elect board

Is TDS clause applicable if any payments made to MP Elect Board for Room Rent payment ?.Total payment is Rs 2.5 lac. Board given rooms to Pvt Ltd co for official work for some times & thay are charging rent.

Please advise immediately.
