One of the company is undertaking the business of Publishing Books. it pay Editing of Books to External parties, is it liable for TDS and under which section

SINCE IT IS IN THE NATURE OF CONTRACT, WHAT I PERSONALLY FEEL IS, TDS SHALL BE DEDUCTED U/S 194C, IF THE PAYMENT EXCEEDS THE SPECIFIED LIMIT UNDER 194C.
