TDS on Contractors Bills

14 October 2009 I want to know that if I receive a contractor ( Individual/HUF) bill for the month of Sept. 09. I received this bill and booked this bill in October,09. Which TDS will be applicable i.e. 2%( Rate applicable up to September) or 1% (rate Applicable from 01.10.2009)
