TDS On advertisement charge

My client have to pay an amount of RS 15000/- towards advertiment to one publication company. My question is any need to deduct TDS? if yes what is rate and under which section.

Any need to deduct tax if the amount paying is RS 31000/- instead of 15000/-?

06 May 2011 IF SINGLE PAYMENT AND AND AGGREGATE PAYMENT NOT EXCEED OF RS 30000 AND 75000, NO NEED TO DEDUCT TDS.
