Yes upto 30.09.2009 @ 1 % for advertising contract and w.e.f. 01.10.2009 @ 2 % if the recipient is a company.
However some of the recipients have certificate for non deduction of TDS ( i have seen for Indian Express group). If they provide you copy of such certificate you need not deduct TDS.
