1.An individual provides services to a company. If we are not taking into account any sums limits, what options are available for not withholding TDS by a company when paying out to individuals?

TDS is mandatorily required to be deducted by company over the receipt of any services from an individual..... subject to limits specified under the sub-sections....
E.G. TDs not deducted over salary or stipend if its within Rs. 2,50,000/-
