29 July 2010 is there tds is applicable in case of work contract between GLADA and Punjab Mandi Board u/s 194-c ?

29 July 2010 Sec 194C(1) states that "Any person responsible for paying any sum to any resident....."

Hence Sec 194C is applicable for the above contract.
