There is no such time limit. But the better option is that if excess tax is deducted, better file TDS return with that excess tax deducted. Further, let the deductee claim the TDS in his own return. That will reduce the time for receiving the excess amount.

Directly there is no time limit but Indirectly there is time limit. yoour TDS return has to be processed within one year from the end of financial year in which return is filed and demand or payable has to be decided by the ITO u/s 200A. hence, you can expect refund within one year. if not please give letter to ITO for processing of the same.
