Whether TDS is applicable for Examination Fees ( For our products Exported) payable to UNICEF & WHO in Switzerland?

If you can shall more information on the kind of services being provided by WHO or Unicef, then it can make more clear whether TDS applicable or not.
I would ask Subhash, if he can explain why "NO", is there any notification / circular under IT Act for exepmting these two organisations from TDS.
