Is TDS is deducted on payment made to security agencies for security gaurd U/S sec-194C service if they provided a valid pancard.Payment ia above 50000 pa.

Yes, Tax is required to deducted in your case under section 194C. Non deduction on account of Valid PAN is only for Transport contract.
