Whether tds to be deducted on out of pocket expenses paid to Professionals who are living in company's factory to complete the work.

TDS is not required to deduct, if you are paying that amount as a reimbursement expenses and as a separate amount to professionals.
If you pay that amount at the end of particular period with audit fee or professional fee, you must deduct tds accordingly.
