Suppose Mr .A raised a invoice of Rs.70 lacs against his debtor ,his debtor deducted TDS on Rs 70 lacs but he made only a part payment of rs 35 lacs ..in that year and also issued TDS certificate of rs 70 lacs...now in this year he is saying that as I have paid TDS on Rs 70 lacs it means I have made you full payment of rs 70 lacs ...and so will not make any further..now my query is how I can recover my balance amt of rs 35 lacs...and if he pays me rs 35 lacs this year is he again liable to deduct TDS this year also...

it's 3 yrs earlier debt ...is it so that he cannot recover 3 yrs old debts..and it is a small scale industry so is there any such rule in SSI
