12 November 2014 Assessee had failed to deduct TDS on payment made towards professional fees for resident in the F.Y. 2013-14. The deductee has paid the tax on filing of his income tax return for A.Y. 2014-15.

can the payer claim payment of professional fees as an expenditure in the F.Y. 2013-14? if yes then what is the procedure?
