will tds be deductable on loan processing charges & penalty for pre closure loan?
also part amount of loan processing charges have been paid in cash

If loan processing fees paid to Bank to which Banking Regulation Act 1949 applies TDS not required to be deducted. No TDS on penalty for pre-closure of loan.
