By virtue of Sec.194C(6) Nil tds applicable on payment of transportation charges to transporter who engaged in the business of carriage of goods in his normal course of busniess . . However to do this you have to obtain your transporter pan card copy and also mandatory to provide details of transporter in TDS return mandatorily vide ammended rule 31A . .
