i would like to know if an expenses bill is inclusive of vat. whether the payer is liable to deduct TDS on such amount paid in respect of such payment.

Expenses bill is inclusive of VAT is purely in respect of the purchases made and does not further include service charges, then TDS will not be applicable. . However, VAT and service charges both are included then consequences may differ. .
