We have utilised prochure designing and 3d image creation charges of Rs.27000/- Tds is deducted against professional services.

TDS for professional fees is required to be deducted if the bill amount exceeds Rs. 30000.
In your case TDS should'nt have been deducted as the amount is below Rs. 30000.
You can anyway take the benefit of TDS in future by filing your income tax return.

And moreover brochure designing and 3d image creation requires skill and hence cannot come under contractual services, it should come under professional services.
