Is disability pension received by a disabled officer of Indian Armed Force exempted?If so, under which section is it exempted?Which ITR should be used to file return?

the disability pension has not been made exempt under any Income-tax provision but under a notification issued by Ministry of Finance.
First it was exempted under 878-F dated 21 March 1922. However, under this notification only the disability part of the pension was exempt but the service element was not exempt.
later an instruction No 136 dated 14 Jan 1970 was issued by CBDT to exempt the whole of the pension.
if this is the only income the person is earning, then no need to file any tax return.
