Wht is the taxability of stipend earned as income /?? Stipend earned by articles are taxable ?? if yes or not., under which provisions..?

A long drawn battle and discussed time and again and also posted by you in forum https://www.caclubindia.com/forum/taxability-of-stipend-79182.asp and in my view it is taxable as it is not covered under the exemption provided u/s 10(16)
