tax liability of longterm capital gain

if an assessee having other incomes and long term capital gain but the aggregate of both the income is lessthan the basic exemption limit. Tell me longterm capital gain is taxable or not in such a situtation and tell me in such cases assessee can avial the unexhausted basic exmption limit.
