Surcharge & educational cess on tds on ptofessional fees

20 February 2013 Dear Sir ,

Recently we made a payment above 1 crore to foreign co. for professional fees and we have also deducted 10% tds on professional fees under section 94j, please help me whether we have to pay surcharge & educational cess i.e. 3% awaiting for the reply
