sir after 2009 service tax is not levied on sub broker whether after introduction of negative list approach they shall be liable to pay if gross commission exceed 9 lakh

No, they are exempt from Service Tax liability. Because Government has shifted liability to pay Service Tax on the person who is paying Sub-Brokerage / Commission.

It is clearly provided in Mega Exemption Notification No - 25/2012.
