authorities who can issue solvency certificate?

banks are permitted to issue solvency certificate.if the customer has credit facility wuth thr bank then the details of assts and liability proof is inly required .but if no credit facility then the networth certified by chartered accountant is required

for being recognised as authorised economic operator by Customs authorities they insist solvency certificates from statutory auditors only and not from banks
