If it is authorised to sign, they he can sign the same.

22 July 2013 While filing a return, responsible person to deduct TDS is foreign director but since he has no PAN , we registered on TRACES with an Indian additional director since it is compulsory to produce PAN of director while registering. So if such India director signs the TDS certificates, it will work??
