Service tax is applicable on under construction flats. But who shall bear the service tax service receiver or service provider

08 June 2016 on construction service tax charge by the sub contractor/contractor from the builder.
and builder service tax responsibility will arise if he make start the house after taking booking amount. if builder sale complete house to customer then no service tax applicable,
