whether land owner has to pay service tax on sale of development rights .the consideration would on every flat sold 30% revenue shall go to land owner

When land owner give development right to builder/developers its a sale under barter system, in your case service tax is applicable once builder sales flat before OC (occupancy certificate) service tax is liable
