Please guide me when can utilize service tax input.

11 May 2013 when one is a provider of taxable service or manufacturer of excisable goods, only then.

but it's not as simple as it sounds.
there are lot of conditions about input credit, whether allowed or not, depending upon the input and output work.

refer the CENVAT CREDIT RULES,2004
