There is nothing called Service Tax revised mechanism...
The actual concept is Service Tax Reverse Charge Mechanism..
As per general rule the provider of service tax has to pay service tax on services provided by him but as per this reverse charge mechanism, the receiver of servicer will have to pay service tax (in few cases partial and in few cases full amount of Service Tax) on the amount of services provided by some other person to him...
