I need some clarifications regarding service tax notification no. 20 of service tax as to how ascertain the liability of service tax on receiver nd provider

This is the notification- In exercise of the powers conferred by the proviso to section 65 of the Finance Act, 1994(32 of 1994), the Central Government hereby appoints the 1st day of July, 2012 as the date with effect from which the provisions of the said section 65 of the said Act shall not apply, except as respects things done or omitted to be done before the said section 65 so ceases to apply.
