Sale agreement was entered on 23.04.2013 foe purchase of flat. 300000/- amount was paid before June 2013. This month the i.e June 2016 the construction is completed and registration will be done soon. Cost of the flat is 5500000/- paid in installments since the date of sale agreement.
Wheather TDS is applicable?

yes ... property value is exceeding rs 50 lakh .... tds @ 1% applicable

you are paying the amount after applicable of this section then you have to deduct the tds on amount your are paying.
