a later supereme court judgement disallowing a expense or taxing a a receipt is "reason to believe" for assessment undersection 147 but whether it is so in relation to high court judgement ?

Yes it is equally good as the judicial judgements (of own HC) are not law but interpretation of laws that existed even at the time of regular assessment ! Should there be conflict in judgements of different HCs other than own HC, then SC !
