My client, a limited company, has to pay advertisement bill, in INR, raised by a company established in Nepal. An advertisement will published in news paper published from Nepal. At what rate and under which section my client has to deduct tax?

Payment in rupees shall not diminish the liability to deduct TDS under sec. 195.However the advertisement charges shall not be requiring any TDS deduction.
