Save/counterparty error gstr 1

There is an error message displayed as Save/Counterparty error since 2 months for GSTR 1 . I am trying to file for August and September but its failing everytime. Please help to rectify it.

BHAI Govt return nhi mang rha h avi.....no need to file .....only GSTR 3B SHOULD BE FILLED. DATE NOT NOTIFIED YET....WAIT

Sir jab mein GSTR 3B file kar raha hu tab mujhe eligible ITC zero bata raha hai. I have made purchase in september from registered person.
