I have doubt regarding applicability of Vat/Cst on Sale of any license and its implication ??

Which license are you referring to? Whether it is Software License or Export Benefit license or some other licence. Normally all transferable or saleable licenses attract VAT. Based on facts some software licenses may not fall under VAT
