Whether reverse charge mechanism is applicable to Manpower Recruitment Agency W.E.F 1-7-2012. If applicable at what rate for supply to companies and non-companies.

If you are a manpower recriuting agency., and if your receipts are more than 10lacs in the preceeding year., then u shall collect service tax from u r clients @3.09%., immaterial whether it is company or not....
