Generally once return is filed it can be revised by filing the correct return but same charges will have to be paid. is this right?
i wud like to know if we dont pay the fees of main return filed say within the due date the return will be rejected then later we can file new return right? is this be a chance to avoid paying two time the fees?

If you don't pay the fees for the main return, the return will not get processed and will not be taken on records by ROC. It is as good as non-submission of the form.
New return being filed will be the main form which will be taken on records by ROC.
The question of revised return comes when you pay fees for the original return and the return gets approved by ROC and later you want to revise the return.

Yes...in case the filing fees is not paid within the time limit, it will not be processed and taken on record by the ROC.You will have to upload the Form afresh and it will have the effect as if the form has been filed for the first time.
In case a mistake has been discovered in a form after the same has been uploaded and the filing fees for the same has not been paid, u can file the form afresh with the correct details. Yes in this way u can avoid paying twice the fees.
The circular under reference talks about revision of annual accounts after their adoption in AGM. There even the Accounts can be revised subject to compliances as specified in Ministry's Circular No.1/2003.
The query resolved here is of general nature relating to the point of time as to when a return is said to be revised.
Hence the applicability of above circular does not arise.
However I agree with Warrierji that revision of accounts after their adoption in AGM must be in accordance with Ministry Circular dated 22/11/2010.
