ROC fee is fixed for every form as per Rule 12 of the Companies (Registration of Offices and Fees) Rules, 2014, refer http://www.mca.gov.in/Ministry/pdf/tableoffee_01042014.pdf
ROC doesnt depend on how u filing returns and performance of company.
