If the service provider is below turnover limit of Rs. 10 lac,
how the Reverse Charge operate?

If you are service provider, you are not required to charge ST if your eligible removal is less than 10 lakhs.

If you are service receiver then you have to pay ST even though your eligible removal is less than 10 lakhs. However receiver can claim cenvat of ST paid under partial reverse charge.
