Can anyone plz tell me why reverse charge mechanism is used in service tax? What is the use of it?

The use is to be ensure recovery of taxes by govt. The Govt has included such services where it considers that in case liability is with service provider difficulty may be there in recovery of tax, Like in case of payment to non residents or in unorganized sector etc
