20 April 2016 It is a Liability of Employee to Prepare Form 10E and submit to Employer before deduction to get benefits of non or lower deduction.

21 April 2016 Responsibility is the better word than LIABILITY.
10E is to be submitted by the person who wants to claim the relief u/s 89.
