Payment made by Charitable and REligious Trust to Hotel for prasadi, whether TDS to be deducted or not?

The provisions of TDS will apply if the payment is exceeding the prescribed limit. But if the Hotel bill is only mentioning material details & no service then it will be material supply so No tds.If you go for a contract for the supply then 194C will be attracted.
As per my opinion deduct 2% in absence of clear contract or terms.
