I have a Partnership firm ith certain name and if i want this name not to be used by anyone else in India, how should i register such name?

by registering the firm itself can i stop some one starting business with the same name of my firm, either as a company or sole proprietorship or do i need to apply for trademark and register it later

Start the firm first. Get your tradename and trademark registered. This would be good enough to protect your interest.
