Regarding validity of f- form

we have send the goods to C&F Agent on 28.01.2013 on consignment basis ,and he has received the same on 01.02.2013 and he has issued F-form on february month 2012 as he has received in feb ,is it f-form is valid as it is related to jan 2013.
