Regarding tds

i have qus regarding TDS

if we a purchasing machine from outside india what would be TDS compliance in following cases (do we need to deduct TDS)

1. directly from co. from out side.

2. co. A Inc. having permanent agent in india

3. co. don't have any permanet agent in india.

4. and what about that when we buy product online from sites by payment via credit/debit card.

For purchase of Goods no TDS is applicable in all cases.
